Prof. Mas’ud Said Lectures on Bureaucratic Reform to Delegation from UiTM Malaysia

Malang, May 25, 2023 – Today, Professor M. Mas’ud Said, a professor in the field of public administration and bureaucratic reform, delivered an inspiring lecture to faculty members and students from Universiti Teknologi MARA (UiTM) Malaysia. The lecture, titled “Bureaucratic Reform & E-Government in Indonesia,” was held at the East Java Studies Center, Universitas Islam Malang.

The event, titled “Visiting Professor,” was part of a visit by UiTM faculty and students to Universitas Islam Malang. This joint initiative between the Master’s Program in Administrative Sciences and the Faculty of Administrative Sciences serves as a follow-up to the Memorandum of Understanding between UiTM and UNISMA.

Bureaucratic Reform and E-Government

In his lecture, Prof. M. Mas’ud Said highlighted the importance of bureaucratic reform in enhancing efficiency, transparency, and quality public service. He encouraged participants to examine the challenges currently faced by the bureaucratic system and to share strategies for improving and optimizing it.

Prof. M. Mas’ud Said, known as a scholar and practitioner in the field of bureaucratic reform, provided in-depth insights into various aspects related to changes in the public administration system. His experience as a special advisor on regional autonomy and bureaucratic reform served as the basis for his analysis.

Prof. M. Mas’ud Said explained in detail the e-Government process implemented in Indonesia through the Electronic-Based Government System (SPBE). In his lecture, he stated that SPBE is a strategic step taken by the Indonesian government to enhance efficiency and transparency in governance.

Prof. Mas’ud explained that through e-Government, the government can leverage information and communication technology to provide public services electronically, reduce bureaucracy, and improve accessibility for the public.

Furthermore, Prof. M. Mas’ud Said also outlined various e-Government initiatives that have been implemented in Indonesia. He discussed the development of an electronic government portal that provides various information and public services online. One such initiative is E-Planning and E-Budgeting, a strategic collaboration between the Ministry of Home Affairs, the Ministry of Finance, and Bappenas.

In-Depth Discussion with UiTM Malaysia

During his lecture, Prof. M. Mas’ud Said also engaged in discussions with participants to encourage the exchange of ideas and perspectives. Students and faculty members from UiTM Malaysia enthusiastically asked questions about the implementation of bureaucratic reform in Indonesia, as well as the challenges that might be encountered in the reform process.

In his discussion, Prof. M. Mas’ud Said also highlighted the challenges faced in implementing e-Government in Indonesia. He explained that while there has been significant progress, research findings from RMIT Australia indicate that e-Government performance remains unsatisfactory.

However, Prof. Mas’ud expressed his confidence that with the government’s commitment and strong collaboration between the public and private sectors, Indonesia has great potential to continue advancing e-Government and provide more effective and efficient public services to the community.

UiTM lecturer Dr. Mohamed Fajil bin Abdul Batau thanked Prof. M. Mas’ud Said for his in-depth explanation on bureaucratic reform. He hopes that the lecture will provide inspiration and new insights to UiTM Malaysia faculty and students to continue innovating and contributing to improving the public administration system in their country.
