Surabaya – Prof. M. Mas’ud Said, MM., Ph.D., Director of Postgraduate Program at Universitas Islam Malang has been appointed as one of the reviewers by Badan Pembinaan Ideologi Pancasila (BPIP). The Chair of East Java’s ISNU was invited as an expert in the formulation of recommendations for 2024 Pancasila Actualization Index (IAP) of East Java Province, held on 25 October 2024.
The event took place at the Office of the East Java National Unity and Politics Agency (Bakesbangpol) on Jl. Putat Indah No. 1, Surabaya. It was officially opened by the Head of East Java Bakesbangpol.

Among those in attendance were Nurul Ansori, Acting Head of Bakesbangpol; Mukhammad Fahrurozi, Acting Director for Measurement of Pancasila Institutionalization at BPIP; and Dr. Andriyanto, Head of East Java’s Regional Research and Innovation Agency (BRIDA).
Prof. Mas’ud Said emphasized the need to further document, strengthen data segmentation, and reinforce evidence of Pancasila implementation across East Java, often referred to as the Land of Mojopahit.
“East Java has demonstrated solid implementation of Pancasila’s principles in society. However, not all of these achievements have been systematically recorded by scholars and policymakers,” he said.
He highlighted the province’s vast historical legacy and rich socio-cultural entities, including Madurese culture, Arek culture, and Mataraman culture, describing them as extraordinary social assets.
He also pointed to the distinct “Tapal Kuda” region spanning eastern Pasuruan, Probolinggo, Bondowoso, and eastern Situbondo as well as the northern coastal corridor from Tuban to Gresik, as integral components of Indonesia’s diverse identity rooted in East Java.

“East Java possesses strong social, economic, and political capital. What is equally important is sustaining its implementation through Pancasila-based discussion forums, local wisdom festivals, and cross-sector collaboration,” he added.
In addition to Prof. Mas’ud Said, other reviewers included Dr. Suko Widodo and Dr. Andriyanto, Head of BRIDA East Java.
They offered expert insights and recommendations in finalizing the 2024 East Java Pancasila Actualization Index (IAP) policy report. (MD/AL/PPS)
