Lecturers from the UNISMA Postgraduate Program presented an Academic Paper (Naskah Akademik) on the Draft Regional Regulation (Rancangan Peraturan Daerah/Raperda) concerning the Facilitation of Islamic Boarding Schools (Pesantren). The agenda, convened by the leadership and members of the Batu City Regional Legislative Council (DPRD) in the form of a Focus Group Discussion (FGD), took place on Friday, 12 June 2020, at the Batu City DPRD Office.
The Academic Paper was developed to prepare a legal framework ensuring that pesantren receive facilitation from the Regional Government, as stipulated in Law (UU) No. 18 of 2019 on Islamic Boarding Schools, which was enacted on 24 September 2019.
The FGD Academic Paper on Pesantren Facilitation was jointly authored by three legal experts from Universitas Islam Malang: Dr. Drs. H. Abdul Wahid, SH., S.Ag., Dr. Sunardi, SH., M.Hum., and Dr. Drs. Muhibbin, SH., M.Hum. The paper was presented by Dr. Muhibbin, followed by Dr. Sunardi and Dr. Abdul Wahid.
The paper serves as a written instrument to guide relevant parties, particularly the Mayor in conducting further review of the need for legislation. It is also hoped that the paper will contribute to public understanding within Batu City regarding the urgency of a Regional Regulation on Pesantren Facilitation.
Dr. Muhibbin, M.Hum., in his capacity as Head of the Master’s Program in Law, expressed his hope that this FGD on Pesantren Facilitation will ultimately culminate in the formal enactment of a Regional Regulation (Peraturan Daerah/Perda). With such a regulation in place, he hopes it will meaningfully contribute to improving the quality of learning within pesantren, particularly those in Batu City. (AL/NAD/PPS)
