Prof. Dr. M. Mas’ud Said, Director of the Postgraduate School at UNISMA, delivered a public lecture on strengthening human resource capacity for civil servants within the Mojokerto City Government on Monday evening (March 18) at the Mojokerto City Hall Pavilion. The event was lively and attended by hundreds of civil servants from various regional government agencies in Mojokerto.
In his presentation, Prof. Mas’ud Said outlined four key factors for successful local governance, namely:
- Visionary leadership that is willing to move forward. Leaders who possess strong dreams and ambitious visions are more likely to achieve success.
- An innovative government in implementing its programs. Innovation is essential to improve the effectiveness and efficiency of government initiatives.
- Strong financial capability. One of the main drivers for improvement is locally generated revenue (PAD), which can be increased through the intensification of regional taxes, levies, and other income sources.
- Successful governance that aligns with the needs of the people. Government policies must consistently focus on the aspirations and needs of the community.
Prof. Mas’ud Said also explained that one effective way to improve the quality of civil servants is through higher education. He encouraged the participants to pursue master’s and doctoral degrees at the Postgraduate School of Universitas Islam Malang.
The human resource development session was held alongside a socialization program introducing UNISMA’s postgraduate programs. The session presented the available study programs and introduced the Recognition of Prior Learning (RPL) system, which allows civil servants to convert their professional achievements and work experience into academic credits.
Meanwhile, the Acting Mayor of Mojokerto, M. Ali Kuncoro, S.STP., M.Si., stated that Mojokerto is recognized as one of the most innovative cities in Indonesia. He expressed optimism that improving the educational qualifications of civil servants would further enhance the city’s human development achievements.
“Even with mostly undergraduate qualifications, we have managed to become one of the most innovative cities. I am optimistic that if our civil servants continue their studies at the UNISMA Postgraduate School, our Human Development Index could even surpass that of Singapore,” said Ali Kuncoro.
The event is expected to motivate and inspire civil servants in Mojokerto to continuously improve their competence and performance in order to promote good governance and support sustainable development in the city.
